Beijing University of Technology was Approved the “Program for Discipline Innovation and Introduction of Foreign Knowledge of Institutions of Higher Learning” of 2018 Local Colleges and Universities

A few days ago, State Administration of Foreign Experts Affairs and the Ministry of Education officially announced the project approvallist forthe “Program for Discipline Innovation and Introduction of Foreign Knowledge of Institutions of Higher Learning”( “111 Program”)of 2018 Local Colleges and Universities, anda total of 25 local colleges and universities were approved. Our school’s “Advanced Micrologyand Cross-Scale Materials Innovation and Introduction of Foreign Knowledge Base”was included in the project approval list. The plan is built based on the Institute of Solid, School of Materialsand School of Environmental and Energy Engineering of our school, and the base is responsible for by the Professor Han Xiaodong.

Constructing “111 Base” is an important measure to promote and deepen international cooperation in accordance with the “Outline of National Medium- and Long-Term Education Reform and Development Plan”, whichhas important strategic significance for integrating international innovative talents, bringing together first-class experts and scholars in the international field, fostering international talents, and promotingresearch on cutting-edge scientific issues in the field of internationalization. Beijing cancelsexpendituresof 200,000 yuan after verification for the base. According to the “Administrative Measures for the Construction of Discipline Innovation and Introduction of Foreign KnowledgeBase of Beijing University of Technology” (GDF [2018] No. 6), the school supportsexpendituresof 800,000 yuanfor each approved “111 Base” every year.

“Advanced Micrologyand Cross-Scale Materials Innovation and Introduction of Foreign Knowledge Base” focuses on the development of electron microscopy theory and technology, takes the development of high-performance structure and function materials as two wings, and aims tobuild the base into acutting-edge electron microscopyresearch center with international characteristics to promote the construction of cutting-edgeresearch and developmenthighlandforconstruction material and energy environmental materials in the international field, promote and support the related discipline of the school to enter the construction rank of “world-class universities and world-class disciplines”. The base plans to introduce two overseas academic masters, two overseas leaders and 24 overseas academic backbones. In the future construction and development process, the base will takeundertakingmajor scientific projectsat the forefront of the international as the task, aim at obtaining scientific innovations with international influence and strive to achieve world-class academic influence in the field of micromechanics and materials science. It not only gathers internationaltop innovative talents, but also trains leading personnel with international view. In addition, it implements an international operation mechanism, academic evaluation system and a first-class international laboratory management system.

In recent years, the introduction of foreign knowledgeof State Administration of Foreign Experts Affairsat Beijing University of Technology has continued to develop. The school is currently in the tough period of the construction of the “Thirteenth Five-Year Plan”, soit is necessary to bring together high-end experts throughsuch a national and international platform such as “111 Base” to promote the construction of first-class disciplines of the school, and then drive the overall development of the school. The successful approval of the “111 Base” is a great step for the school toward internationalization. The major achievements in the construction and development of the school’s “world-class universities and world-class disciplines” will inevitably promote the comprehensive and in-depth development of the school’s introduction of foreign knowledge.

The “Program for Discipline Innovation and Introduction of Foreign Knowledge of Institutions of Higher Learning”( “111 Program”) aims to promote theconstruction process of world-class universities of Chineseinstitutions of higher learning. The programhas been jointly implementedby the Ministry of Education of the People’s Republic of China and State Administration of Foreign Experts Affairs of the People’s Republic of China since 2006, aiming at the development frontier of international discipline, and based on national key disciplines,and introduced and gathered more than 1,000 outstanding talents from preponderant discipline teams of the top 100 famous universities and research institutions in the world to form a high-level research team andbuild about 100 world-class discipline innovation and introduction of foreign knowledge bases. The construction period of eachintroduction of foreign knowledge baseunder the “111 Program”is 5 years, and the annual support expenditureis not less than 1.8 million yuan. The program’soriginal selection scopeis central affiliated universities affiliated to the “211 Project” and “985 Project”such as the Ministry of Education, the Ministry of Industry and Information Technology, State Ethnic Affairs Commission, Overseas Chinese Affairs Office of the State Council, Chinese Academy of Sciences.In 2016, it first opened to local colleges and universities, anda total of 15 local colleges and universities were selected. In 2017, a total of 21 local colleges and universities were selected for the 111 program.

In 2011, the “Innovation andIntroduction of Foreign Knowledge Base of Ecological Environment Materials and Technology Discipline”, which was responsible for by the Academician NieZuoren of our school, became the first pilot base of “111 Base”. In 2016, “111 Base” fully opened to local universities for declaration. The “Innovation andIntroduction of Foreign Knowledge Basefor Regional Environment Pollution Control of Beijing-Tianjin-Hebei”, which was hostedfor declarationby the Academician PengYongzhen of the School of Environmental and Energy Engineering, was officially approved and became the first “111 Base” of local universities in Beijing.
