On the morning of February 5th, Xie Hui, CPC Committee Secretary of Beijing University of Technology (BJUT) hosted the fourth plenary meeting of the leading group for the prevention and control of COVID-19 for enhanced mobilization, deployment, and implementation for the control and prevention of the Epidemic. The meeting aimed to stop the spread of viruses and protect the safety and well-being of faculty, staff, and students.
The meeting heard the Financial Office’s report on the drafting of the Measures for the Financial Management during the Outbreak of COVID-19 of Beijing University of Technology and approved it in principle. The meeting stressed that the principle was “unified leadership, hierarchical management, university-college management, cost sharing, process simplification, special methods for special case, adherence to the bottom line, compliance with laws and regulations”. Working groups shall request funds on a regular basis and use them properly according to the epidemic situation and actual needs. When the outbreak is over, such expenditures shall be audited specifically.
The meeting studied the plan for the procurement and unified allocation of supply for epidemic prevention and control. Relevant financial management rules should be strictly followed. A variety of measures should be taken to purchase and reserve goods. Front-line work shall receive priority access to protection products. Detailed plans should be made for teaching staff’s work after start of school.
The meeting then heard reports from seven working groups i.e. logistic and medical support, epidemic prevention and control for students, epidemic prevention and control for faculty and staff, teaching, promotion and communication, security, and safeguard, on their progress as well as the problems they face and timely coordinated relevant work.
Deputy CPC Committee Secretary and President Liu Gonghui appreciated the progress achieved by the working groups and demanded that they should always have wartime vigilance to compliment various tasks. He noted that BJUT should prepare ample goods and materials and manage suppliers’ access. As the start of school was postponed, the University should continue learning and teaching, provide training for all teachers and assistance for some, and further combine teaching and student work. Also, BJUT should exchange more with its counterparts and learn from their practice. During the outbreak of the Epidemic, the University should more actively care for its faculty, staff, and students, relieve their pressure, and ensure their physical and mental well-being.
In his concluding speech, CPC Committee Secretary Xie Hui praised the sense of responsibility and dedication of all working groups. He noted that BJUT should thoroughly study and implement the spirit of General Secretary Xi Jinping’s speech at the meeting of the CPC Politburo Standing Committee and act in line with the spirit and decisions of the CPC Central Committee and Beijing Municipal CPC Committee. At present, epidemic prevention and control is of utmost importance and should be implemented carefully and practically. He noted that the epidemic situation was still serious. Therefore, BJUT staff should make practical and meticulous efforts to ensure the precision and coverage of data collection. Meticulously implement various prevention and control measures and prepare for a protracted battle. Actively care for teachers and students, reinforce confidence in the victory against the epidemic, and make them heartwarming and united. Assess and judge cadres according to their epidemic prevention and control performance. Supplement resources for working groups in a flexible manner. Ensure that grass-roots CPC organizations function as a powerful fighting force and CPC members as the vanguard. While stepping up epidemic prevention and control, the university should combine current tasks and long-term ones according to actual circumstances and establish consistent mechanisms. At the same time, BJUT should accelerate “Double First-Class University” construction, discipline development, discipline assessment, etc. to ensure the success at the final stage of the 13th Five-Year Plan.
