On September 4, Beijing University of Technology officially released the White Paper of the Sino-Polish University Consortium under the Belt and Road Initiative 2017-2020 (Chinese-English Bilingual Edition) (hereinafter referred to as the White Paper) at the Release Event of Beijing International Education Services (Higher Education) of China International Fair for Trade in Services. The White Paper fully demonstrates the fruitful achievement of the "Belt and Road" Sino-Polish University Consortium since its establishment in 2017. Huang Kan, the first-level inspector of the Beijing Municipal Education Commission, Liu Changan, Deputy Director of Beijing Municipal Education Commission and representatives of many universities in Beijing attended the release event.

In March 2017, in order to actively respond to the major national Belt and Road Initiative, under the support and guidance of the Beijing Municipal Education Commission and Chongqing Municipal Education Commission, initiated by Beijing University of Technology, Chongqing Jiaotong University and Opole University of Technology in Poland, 23 universities in China and Poland jointly formed the Sino-Polish University Consortium. In 2018, four new members joined the Consortium, and the current membership has expanded to 27 universities and institutes.

By adhering to the concept of "self-willingness, equality, openness, sharing, win-win cooperation and innovation", the Consortium has built a platform for joint cultivation of talents between China and Poland, a platform for technological innovation and a platform for people-to-people and cultural exchanges, and introduced the three brand activities: "Bonding Art and Heart" Art & Design Competition, "Bonding Tech and Heart" Series of International Academic Conferences and "Mutual Connectivity" Sino-Polish Youth Summer Camp, which effectively promoted mutual learning between the civilizations of China and Poland and promoted people-to-people bonds and enhanced the overall exchanges and cooperation between China and Poland and even other Central and Eastern European countries.

The release of the White Paper marks the Consortium's new contribution to the development of the cooperative relationship between Chinese universities and Polish higher education sectors. By forming synergy among its strategies, plans, sub-platforms and projects, SPUC members will optimize its mechanisms of joint talent cultivation, in-depth technological innovation and multi-dimensional cultural exchanges. This is a clear proof that the Consortium is striving to become an exemplary regional community of shared education, making greater contributions to the higher education sector in China, Poland and the other Central and Eastern European countries.
